Overview
Dynastic maritime states controlling the southern routes at the eastern terminus of the Silk Road. Cultural and scholarly prestige complements maritime power — the Realms' scholarly institutions hold knowledge that is not available through the overland routes. Their sustained tension with the Eastern Imperial Dominion is the defining eastern conflict, and the Elven Highland Enclaves have been quietly managing both sides for long enough that neither remembers a time without Elven presence at their courts.

Elven court presence is established. Per _category.md: the Elven Highland Enclaves hold a `hidden_control` entry for both eastern powers. Same dynamic as the Dominion — Elves whisper in the right ears, arrange the right silences, and have done so long enough that neither power remembers a time without them.
Status: draft — this faction is at the campaign's edges. Individual file development should wait until the eastern zone enters active play.
