The Councils handle day-to-day city administration across Kashkar, Khotan, Yarkand, and Turfan. What they do not control is the water, and without the water, nothing else matters. The Dwarven Tarim Authority holds that leverage; the Councils exist in an arrangement that most members understand as stable and mutually beneficial, and which the Authority understands as foundational.
