Overview
An absolute imperial power at the eastern terminus of the Silk Road — present at the campaign's edges, not yet in the active play zone. They control the approach to the Jade Gate from the east, making them a structural presence even when the players are not in their territory. Their relationship with the Jade Coast Realms is a sustained tension that the Elven Highland Enclaves have been carefully managing from a distance — a full-scale eastern war would send Warren shockwaves the Elves cannot absorb.

DM Notes
Elven court presence is established. Per _category.md: the Elven Highland Enclaves hold a `hidden_control` entry for both eastern powers. For the Dominion specifically: they don't rule it — they whisper in the right ears, arrange the right silences, and have done so long enough that neither the Dominion nor the Realms remembers a time without Elven presence at their courts. Their mediation of the Dominion/Realms tension is not altruism: a full-scale eastern war would send shockwaves through the mythic ecosystem.
