Overview
The formal governance council for the Eastern Gateway — the last major checkpoint before the Tarim Basin and a critical node on the Silk Road. Politically they appear independent; in practice, the Elven Highland Enclaves hold invisible broker status over their decisions. The degree of Elven influence ranges from structural (the Council's founding arrangements were shaped by Elven interests) to operational (specific decisions are quietly guided). Most Council members do not realize the extent of Elven influence — or they do, and have decided not to say so.
