Absolute controllers of the Mountain Passes. The Dwarven Mountain Confederations have maintained independent authority over the high routes since before the Human Empire's rise — they were never fully absorbed, and the passes never fully controlled by anyone else. They are gatekeepers in the most literal sense: the Anvil-Sunder Switchbacks and Stone Ledger Gate are their domain, and their tolls are non-negotiable.
